This Sunday, the nation of CAR will hold a pivotal series of four votes, including the presidency, national assembly, and municipal seats.

A Competitive Race for the Presidency

A field of seven contenders are vying for the presidency, among them ex-premiers Anicet Georges Dologuélé and Henri-Marie Dondra. Both men were cleared to run by the constitutional court after initial bans. Dologuélé finished second in the 2015 and 2020 votes, while Dondra briefly served under the current president.

Challengers' Strategy and Voter Frustrations

The challengers aims to tap into widespread frustration in a nation where violence remains a daily reality. More than half a million people are internally displaced, with a comparable figure living as refugees in neighbouring countries.

"This represents an opportunity to acknowledge the remarkable recovery of the country," said a UN regional official, adding that obstacles persist.

Touadéra's Expected Victory

Despite the competition, President Faustin-Archange Touadéra, a former mathematics professor, is widely expected to extend his run. He first entered politics in 2008 when appointed prime minister, serving until a rebel coalition toppled the government in 2013, triggering a sectarian conflict.

After a turbulent transition period, his reputation for impartiality from the main militias powered his runoff win in 2016.

Security Concerns and Voting Challenges

Concerns persist that logistical problems and insecurity could mar the electoral process, particularly in rural areas. The UN stabilization force, Minusca, is offering protection and logistical support that the state's crumbling infrastructure is unable to provide.

Additional problems involve the electoral roll being published only online, a significant barrier in a country with limited internet access. These irregularities have led to an electoral boycott and could, according to observers, "exclude many of the population."

Implications of Extended Rule

Many citizens fear that another term for Touadéra—enabled by a 2023 constitutional referendum that abolished term limits and extended mandates—would entail expanded sway for foreign actors.

The president has put faith in the Russian mercenary group Wagner for his protection, and even after its founder's death, has resisted calls to fold its fighters into a successor entity. In contrast, Rwanda has taken a different approach, focusing on commercial ventures within CAR.

Claims of National Disposal

Recent reports have stated the government removed its own soldiers from a World Bank-funded facility to accommodate a foreign-run livestock operation. A critical commentary charged the leadership of being "intent on sell off the country piece by piece."

Despite a newly signed agreement with rebel groups offering a glimmer of calm, the election proceeds under a shadow of uncertainty and geopolitical competition.
